The executive vice chairman has come under fire for being stagnant in the transfer market.
Supporters have taken to social media to suggest both Woodward and boss Ole Gunnar Solskjaer are out of their depth at Old Trafford.
Solskjaer’s squad return to pre-season training next week ahead of the summer tour to Australia and the Far East.
Solskjaer promised wholesale changes after seeing United finish sixth in the table and fail to secure Champions League qualification.
But Woodward has told Solskjaer he has just £100m to spend – and has to generate his own finds if he wants to part with more.
James has been the single arrival, with United struggling to land top targets like Jadon Sancho, Raphael Varane, Harry Maguire, Aaron Wan-Bassika, Declan Rice, Paulo Dybala and Bruno Fernandes.
To make matters worse the likes of Marcos Rojo, Fred and Alexis Sanchez have not been sold, while the futures of Paul Pogba, Romelu Lukaku and David De Gea remain uncertain.

Woodward also promised to appoint a new ‘director of football’ – but United seem no closer to announcing who it will be.
One supporter said: “When we got embarrassed by Everton at the end of last season, Ole said there would be a lot of changes this summer.
“We’re almost in July, pre-season is set to start, we’ve only signed one player and no-one has left the club yet. This is truly shambolic.”
Another fan suggested United were heading backwards under the leadership of Woodward.
They said: “Most of the players we wanted out have been handed fresh deals.
“The club is going in the wrong direction. We are all worried about where we will finish next season.”
